OSA is the default route for offshore applicants. JRP is the path for 485 / 482 holders.
Benchmark qualification
The Australian benchmark is Cert III in Instrumentation and Control (UEE31220) plus formal Special Class endorsement / experience. Typically achieved through:
- Cert IV in Hazardous Areas - Electrical (UEE42620) — for Ex inspection / installation.
- CompEx Ex01-04 / Ex05-12 (UK / international) — globally recognised hazardous-area competence.
- IECEx CoPC Units 005 (general principles), 006 (gas installations), 007 (gas maintenance), 008 (gas overhaul), 009 (designs), 010 (dust installations).
- Equivalent overseas qualification plus demonstrated SIS / hazardous-area career.
Core Special Class competencies:
- Hazardous-area protection methods — Ex 'd' / 'e' / 'i' / 'n' / 'p' / 'm' / 't' / 'q' / 'o'.
- IS (Intrinsically Safe) circuit design — entity, FISCO, FNICO concepts.
- SIL determination (AS / NZS 61511 LOPA, SIL verification).
- SIF testing — proof testing, partial valve stroke testing (PVST), bypass and override procedures.
- BMS (Burner Management System) per AS / NZS 2593.
- Advanced loop tuning — feedforward, cascade, ratio, split-range, multivariable predictive control (MPC).
- DCS / SIS programming — function-block, ladder, structured text per IEC 61131-3.

ANZSCO 342315 task focus
Reference letters and JRP workplace evidence must show at least 65% time on Special Class duties:
- Ex installation, inspection, maintenance, repair — Zone 0 / 1 / 2 / 20 / 21 / 22, Ex 'd' / 'e' / 'i' / 'n' / 'p' / 'm' / 't' / 'q' / 'o' to AS / NZS 60079.10 / .14 / .17 / .19.
- IS (Intrinsically Safe) circuit design / verification — Zener barrier, galvanic isolator (MTL, Stahl, Pepperl+Fuchs, Phoenix Contact) selection per entity / FISCO / FNICO parameters.
- SIS install / commission / proof-test — SIL 1 / 2 / 3 / 4 SIF per AS / NZS 61511; partial-stroke valve testing, full-stroke testing, bypass / override management.
- F&G installation and commissioning — flame / gas / heat / smoke / aspirating detector commissioning; voting arrangements (1oo1, 1oo2, 2oo2, 2oo3); cause-and-effect matrix verification.
- Custody-transfer / fiscal metering — installation, commissioning, prover-loop operation, uncertainty calculation per API MPMS / AGA-3 / AGA-7 / AGA-9 / AGA-10 / ISO 5167.
- Analyser systems — gas chromatographs, mass spectrometers, moisture / sulphur / mercury analysers, CEMS continuous emission monitoring per State EPA requirements.
- Burner Management Systems (BMS) — per AS / NZS 2593 / API 556 / NFPA 86.
- HIPPS (High-Integrity Pressure Protection System) — pipeline overpressure protection per IEC 61511.
- Subsea control commissioning — for FPSO / wellhead control modules.
- DCS / SIS programming — function-block, ladder, structured text per IEC 61131-3.
- DCS / SIS migration projects — Yokogawa CENTUM CS3000 → CENTUM VP, Honeywell TDC3000 → Experion, ABB Symphony → 800xA migrations.
- Tank gauging and inventory management — Emerson TankMaster, Honeywell Enraf, MTS Level Plus, Saab TankRadar Pro.

English
TRA doesn't directly require English. Home Affairs requires Competent English; for points-tested visas target Proficient (10 pts) or Superior (20 pts).
Common pitfalls
- No Ex / IECEx evidence. 342315 Special Class without hazardous-area work is borderline. Make sure reference letters explicitly cite Zone exposures, Ex protection methods used, and inspection / repair frequency.
- General plant-only profile. If 70%+ of your work is non-hazardous-area general plant instrumentation, 342314 General is the right code.
- DCS programmer / engineer profile. If you're primarily a DCS / SIS configuration engineer rather than a hands-on instrument trade, look at 263113 Network Analyst or engineering codes — 342315 is a trade, not an engineering tier.
- SIL-rated work documentation. Reference letters should cite specific SIF tested with SIL level and platform — not just "worked on safety systems."
