State school sector entry pathways
NSW Department of Education (most rigorous)
NSW DoE School Counsellor pathway requires AHPRA Psychologist registration (Provisional or full). Pathway:
- 4-year accredited Psychology sequence + 2-year supervised internship for full Psychologist.
- Master of Educational and Developmental Psychology adds Educational Psychology endorsement.
- Or Provisional Psychologist with 5+1 / 4+2 internship pathway.
Counsellors without psychology registration cannot work as NSW DoE School Counsellors but can work in Catholic / Independent NSW schools.
VIC, QLD, SA, WA, ACT, NT, TAS Departments of Education
More accessible to PACFA Clinical / ACA Level 4 counsellors. Master of Counselling typically required for senior roles.
Catholic Education Offices (national)
Generally open to PACFA / ACA-registered counsellors. WWCC + Working in Catholic schools requirements (some specific to dioceses).
Independent Schools (national)
Most flexible — PACFA / ACA registration usually sufficient. Salary often higher than government schools.

VETASSESS doesn't require English. Home Affairs requires Competent English; Proficient or Superior for points.
Common pitfalls
- NSW DoE psychology requirement. Many overseas counsellors plan NSW DoE roles without realising AHPRA Psychologist registration is required. Plan around this restriction.
- WWCC sequencing. WWCC is state-specific and applies post-arrival. Not a barrier to migration but a barrier to practice.
