Reference letters
Each employer reference letter should be:
- On official letterhead of the diocesan office, education department, school network, or VET / TAFE network
- Signed by a senior person (Bishop / Vicar General for Catholic Diocesan, Director-General for state, Board Chair, CEO, HR Director) with their position
- Dated within 3 months of lodgement
- Specific about your dates of employment (DD/MM/YYYY format)
- Specific about your title — Director of Schools / Regional Director / Head of Network
- Specific about the size of the network (number of schools / campuses, total staff FTE, EFTSL students, budget)
- Specific about reporting line and direct reports (typically including Principals)
- Specific about hours per week (full-time)
- Detailed about the duties — mapped to the ANZSCO task profile
Duties to evidence
Map your reference letters to all of these where they apply:
- Multi-school strategy — network strategic plan, system-wide initiatives, cross-school benchmarking
- Curriculum and assessment — system-wide curriculum standards, assessment policy, examination outcomes
- Principal management — principal recruitment, performance, professional development, succession
- Quality assurance — state regulator (e.g. NESA, VRQA, QCT) compliance, internal review cycles, school improvement
- Student outcomes — system-wide academic results, attendance, wellbeing, equity programs
- Resource allocation — budget across schools, capex prioritisation, philanthropy, government grant strategy
- Industrial relations — enterprise agreement negotiation across the network, dispute resolution
- External engagement — diocesan / department / community boards, parent associations, government
Supporting evidence
Beyond the reference letters, attach:
- Tax records confirming employment
- Salary slips for the period
- Employment contract showing your appointment terms (named Director / Regional Manager)
- Org charts showing your reporting line and the principals reporting to you
- Strategic plans you authored or led
- Annual reports / network reports citing your leadership
- Performance reviews
- Continuing professional development records
- Working with children check / police clearance (if available from current jurisdiction)

Common rejection patterns
"Single-school principal, not regional manager"
If your role is single-school principal, that's typically 134311 School Principal — different code, broader visa access (190 / 186 also open). ANZSCO 134412 needs evidence of multi-school / regional scope.
"Acting / interim role only"
Short-term acting Director stints alone may be insufficient. The strongest 134412 case is built on a substantive named appointment of multiple years.
"Title without substance"
Titles like "Director of Schools" alone are not enough. VETASSESS reads the duties. Specific school counts, principal headcount, EFTSL student load, and budget figures strengthen the case.
"No formal teacher registration"
Director-level roles in school networks typically presume teacher registration. Lack of registration is a red flag. Address it: explain the equivalent credential you hold.
"Less than 20 hours per week effective"
Part-time consulting, secondments, or supplementary roles may be discounted.
The five-year window
VETASSESS counts post-qualification employment at the required skill level within the last five years from the date of application.
