VETASSESS is the named assessor for ANZSCO 133112 — Project Builder. The assessment is mandatory for Subclass 491 Skilled Work Regional, Subclass 186 Direct Entry, and Subclass 494 Skilled Employer Sponsored Regional pathways. For Subclass 482 Core Skills the assessment requirement was removed in December 2024.
This guide is what VETASSESS actually checks, what fails, and how to assemble an evidence pack that clears the first review.
Code clarification — 133112 vs 133111
Before submitting, confirm which code matches your role:
- 133111 Construction Project Manager — MLTSSL, 189 + 190 + 491 + 186 + 494 + 482 all open. Best fit for civil/large commercial PMs.
- 133112 Project Builder — CSOL, only 491 + 186 + 494 + 482 open. Best fit for residential and small-to-medium commercial builders, especially those running their own building company.
If you can credibly claim either code, 133111 is usually the better choice for visa flexibility.
What VETASSESS assesses
Two dimensions: qualifications and employment. Both must align with the ANZSCO 133112 occupation profile published by the Australian Bureau of Statistics.
Qualifications. A bachelor degree or higher in construction management, building, civil engineering, or a closely related discipline is preferred. Lower-level qualifications (Diploma in Building, Advanced Diploma in Building Surveying) may be assessed if combined with extensive relevant employment.
Employment. A minimum of five years post-qualification employment as Project Builder — running residential or small commercial projects, managing budgets, schedules, contracts, subcontractors, and (where licensed) acting as a registered builder. The most recent two years should be at a level matching the ANZSCO 133112 task profile.
The ANZSCO 133112 task profile
ABS defines the role as one that organises and manages a building project from inception through to completion. VETASSESS maps your reference letters against:
- Selecting and engaging architects, designers, and consultants
- Reviewing architectural drawings and specifications
- Preparing bills of quantity, cost estimates, and tenders
- Negotiating contracts with the client and subcontractors
- Managing the building program and resource allocation
- Coordinating onsite construction activities and quality control
- Liaising with building authorities, council inspectors, and certifiers
- Managing the project handover and defects liability
A reference that says "supervised builders" without describing project-level authority will not satisfy the assessor.
The evidence pack
A clean VETASSESS submission has four sections.
1. Identity and qualifications.
- Certified copy of passport bio page
- Certified copy of birth certificate (if name on passport differs from transcripts)
- Certified copies of degrees and academic transcripts
- Academic credential evaluation will be applied automatically by VETASSESS for non-Australian qualifications
2. Employment evidence.
- Detailed CV with every role, dates (DD/MM/YYYY), employer, location, reporting line
- Reference letter on company letterhead for each claimed role, signed by the company director, owner, or HR director (not by yourself, not by a direct subordinate)
- Each reference letter includes: exact role title, start and end dates, full-time / part-time status with hours per week, duties mapped to the ANZSCO 133112 task list, projects worked on (project name, value, scope), signatory name, position, contact email, and direct phone
3. Salary and tax evidence.
- Tax returns or statements covering the claimed period
- Payslips for the most recent 12 months in each claimed role
- Bank statements showing salary credits matching payslips
- If self-employed: company financial statements
4. Project portfolio.
- List of projects you led — name, contract value, scope, your role
- Construction completion certificates or letters from clients
- Builder's licence (if held) — note that Australian state licensing is separate from the VETASSESS assessment
- Industry membership documentation if applicable (HIA, Master Builders Association, Australian Institute of Building)
Five rejection patterns
1. Reference letters with no task detail. "He worked here for five years" is not evidence. Each reference needs at least 250-400 words describing actual duties using language that mirrors the ABS task profile.
2. Title inflation. "Project Builder" claimed for what is actually Site Manager, Foreman, or Site Supervisor work fails the management threshold. The role needs decision authority over the building company's project budgets, contracts, and subcontractors.
3. Mismatched qualification. A trade-only qualification (Cert IV in Building, Diploma) without sustained project management experience often gets assessed at a lower level. Bachelor in Construction Management or Civil Engineering is the cleanest match.
4. Identity-document drift. Names on passport, birth certificate, and academic transcripts must reconcile.
5. Reference signatory conflicts. Letters signed by direct reports or by yourself fail the independence test. The signatory must be senior to you in the company hierarchy.
How long it takes and what it costs
VETASSESS publishes its current processing times and fee schedule on its own website. Standard offshore fee is AUD 1,096 (current as of 22 October 2025). Priority processing adds AUD 824 for a 10 working day turnaround; standard processing is 8 to 12 weeks.
Always re-verify fees on the VETASSESS fees page before paying.
How the assessment fits the visa application
For Subclass 491, 186 Direct Entry, and 494, the VETASSESS positive assessment is one of the core requirements. Attach the assessment outcome letter in ImmiAccount.
For Subclass 482 Core Skills, no skills assessment is required at the visa stage. Your employer's nomination evidence does the verification job.
For 186 TRT after a 482 period, no fresh VETASSESS assessment is required as long as you have worked the nominated 482 occupation with the same employer for at least two of the previous three years.
State builder licence — separate from VETASSESS
A positive VETASSESS assessment does not authorise you to operate as a registered builder in Australia. State builder licences are administered by NSW Fair Trading, Victorian Building Authority (VBA), Queensland Building and Construction Commission (QBCC), Consumer and Business Services SA, Building and Energy WA, and the equivalent ACT, NT, and TAS authorities. Plan for licence registration as a separate post-arrival step.

Practical preparation order
- Confirm 133112 vs 133111 is the right code — cross-check the ANZSCO search
- Build the CV first; it tells you which roles need reference letters
- Build the project portfolio — list each major project, its value, and your role
- Draft the reference letters yourself, hand them to the signatory in Word format with dates and duties pre-filled
- Order certified document copies once everything is drafted
- Submit through the VETASSESS online portal in a single complete batch
