What IML reviews
IML — Institute of Managers and Leaders — runs the Manager Skills Assessment (MSA). The MSA is structured around four pillars:
- Qualification — at AQF Bachelor or higher in a relevant discipline
- Managerial experience — at the right skill level for 133612
- Managerial competencies — strategic thinking, financial management, leadership, stakeholder management
- Continuing professional development (CPD) — industry memberships, certifications, ongoing learning
This is materially different from a VETASSESS Group A assessment.
Qualifications that work
Closely related fields include:
- Procurement / Supply Chain Management
- Business Administration / MBA
- Commerce / Business with finance or operations focus
- Engineering with operations / contracts focus
- Law (for contract-heavy procurement leadership roles)
Highly relevant majors as part of the above degree:
- Strategic procurement and category management
- Contract law and contract management
- Supplier management and risk
- Commercial negotiation
- Public procurement (for government / defence track records)
Professional certifications strongly support the case:
- CIPS / MCIPS / FCIPS
- APICS CSCP / CPIM
- ISM CPSM (US Institute for Supply Management)
- Government-procurement accreditation (Defence DCP / DCG, Commonwealth Procurement Rules)
The evidence pack
Reference letters
Each employer reference letter should be:
- On official company letterhead with full company contact details
- Signed by a senior person (CEO, CFO, COO, GM, or HR Director) with their position
- Dated within 3 months of lodgement
- Specific about your dates of employment (DD/MM/YYYY format)
- Specific about your title, reporting line, and hours per week (20+ to count)
- Detailed about the duties — managerial competencies plus task profile mapping
Duties to evidence
Map your reference letters to all of these where they apply:
- Procurement strategy — annual category plans, addressable spend, savings targets
- Sourcing programs — RFx programs, supplier rationalisation, sole-source justifications, e-auctions
- Contract negotiation — major contract terms, SLAs, indexation, IP, liability, exit
- Supplier management — performance reviews, scorecards, governance forums, escalations, supplier development
- Risk management — financial viability checks, ESG and modern slavery compliance (Modern Slavery Act 2018), geographic concentration
- Procurement governance — policy, delegation, approvals, audit response
- Function P&L — savings, cost avoidance, working-capital impact
- People management — direct reports, category teams, indirect spend stakeholders
- Stakeholder management — finance, legal, operations, executive
Managerial competency evidence
IML expects examples that go beyond duty descriptions:
- Strategic decisions you led (e.g. consolidating preferred supplier list, establishing a centre of procurement excellence)
- Financial outcomes you delivered (savings figures, NPV of contracts, working-capital improvements)
- People decisions you owned (hiring, terminations, restructures, succession planning)
- Stakeholder management (executive committees, supplier executive engagement, regulator interactions)
Supporting evidence
Beyond the reference letters, attach:
- Tax records confirming employment
- Salary slips for the period
- Employment contract showing your appointment terms
- Org charts showing your reporting line and team
- Sample contracts you negotiated (redact commercial terms if needed)
- Performance reviews citing procurement decisions
- Certificates and CPD records (membership, certifications, training completion)

Common rejection patterns
"Buyer / purchasing officer, not procurement manager"
Transactional purchasing — issuing POs, three-way matching, expediting deliveries — points to Buyer (591211) at Skill Level 4. ANZSCO 133612 needs evidence of category strategy, contract negotiation at scale, and supplier rationalisation programs.
Fix: rewrite reference letters to lead with the strategic decisions and put transactional tasks lower or remove them.
"Single category, no leadership"
Some applicants only manage one narrow category (e.g. only IT software, or only fleet vehicles). IML may accept this if the spend value is high and the leadership scope is genuinely managerial — but reference letters need to make the case for category leadership rather than single-supplier liaison.
"No demonstrated CPD"
IML actively expects evidence of ongoing professional development. Submissions with no industry membership, no certifications, and no recent training records read weakly. Get current with at least one of the major industry bodies (CIPS, APICS, ISM) before lodging.
"Title without substance"
Job titles like "Procurement Manager" or "Sourcing Manager" alone are not enough. IML reads the duties. Generic descriptions of "managing procurement activities" without specific spend values, savings figures, supplier counts, or contract details get downgraded.
"Family business / single-shareholder operation"
If you ran your own family procurement consultancy, IML will scrutinise harder. Provide:
- Company registration documents
- Audited financial statements (or accountant-certified P&L)
- Bank statements showing actual procurement consultancy revenue
- A statutory declaration from a non-related senior employee, accountant, or major client
"Less than 20 hours per week effective"
Part-time consulting work, side businesses, or supplementary roles may be discounted.

Per the IML Manager Skills Assessment page:
- Manager Skills Assessment: AUD ~1,200-1,500 (verify current fee on the IML site)
- Reassessment / appeal: additional fee
Standard processing time: 8-12 weeks. Verify on the IML site before lodgement.
