The decisive question — Assistant or Photographer?
Before submitting a VETASSESS application for 399915 Photographer's Assistant, run an honest scope test:
| Task | Assistant (399915) | Photographer (211499) |
|---|---|---|
| Set up lighting under another photographer's direction | ✓ | — |
| Manage tethered capture for another photographer | ✓ | — |
| Carry + maintain equipment | ✓ | — |
| Cull images for another photographer | ✓ | — |
| Lead the shoot — make creative + technical decisions | — | ✓ |
| Own the client relationship | — | ✓ |
| Own the portfolio + signature style | — | ✓ |
| Run your own photography business | — | ✓ |
| Direct talent + models | (occasionally) | ✓ |
If your role includes the bottom-half tasks (leading shoots, owning portfolio + clients), you are a Photographer — apply for 211499 with the full MLTSSL visa stack.
If your role is top-half only (genuinely supporting a lead photographer), you are an Assistant — apply for 399915 with the 494-only pathway.
VETASSESS reviews this distinction through portfolio + employer / collaborator reference letters + client evidence. Misclassification → refusal or redirection.
The VETASSESS General Occupation pathway
Three stages:
- Application submission — online portal, document upload, fee payment.
- Documentary review — VETASSESS officer assesses qualification + employment + portfolio.
- Outcome letter — positive, positive with limitations, or negative.
If additional information is needed, VETASSESS issues a Request for Further Information (RFI).
For 399915 specifically: no scheduled technical interview by default.
Stage 1 — application requirements
Identity
- Bio page of current passport.
- Identity document from country of qualification.
- Statutory declaration covering name changes (if any).
Qualification
Requirements (Skill Level 4):
- AQF Certificate II / III equivalent in Photo Imaging / Photography. Lower floor than skill 3 codes.
- Original certificate + certified English translation if non-English.
- Transcript / record of subjects + practical hours.
Recognised qualification pathways:
UK:
- City & Guilds Photography Level 2 / 3.
- NCFE Photography.
- AOP (Association of Photographers) assistant apprenticeship records.
- Photographic assistant apprenticeship records from UK fashion / commercial studios.
USA:
- ASMP (American Society of Media Photographers) assistant credentials.
- Photographic assistant association records (PWPA, EP-Magazine assistant programmes).
- Community college Photography certificate programmes.
Europe:
- German Fotograf assistant apprenticeship.
- French / Italian / Spanish photographic assistant programmes.
Asia:
- Tokyo + Shanghai + Hong Kong fashion + commercial studio assistant records.
- Photographic studio internships in major Asian commercial photography hubs.
Australia (already):
- Certificate III in Photo Imaging from TAFE NSW / Melbourne Polytechnic / TAFE QLD.
- Photography Studio Assistants Network (PSAN) — informal network references.
If self-taught (substantial subset of working assistants — most assistants learn on the job), VETASSESS needs:
- Substantial employment evidence (more than the minimum 1 year).
- Industry association membership.
- Documented professional development (workshops, masterclasses).
Post-qualification employment
At least 1 year highly relevant employment at skill level, post-qualification, in the 5 years preceding application.
Evidence:
- Employer reference letters on letterhead. Must list: start / end dates, hours per week, role (photographer's assistant / 1st assistant / studio assistant / lighting assistant / digital tech), specific photographers worked with, specific projects / brands / publications worked on, equipment operated.
- Project / shoot logbook with anonymised client details.
- Payslips + tax records covering the relevant period.
- Industry association membership records (AOP UK, ASMP USA, PSAN Australia, AIPP Australia).
- Studio rental / equipment rental shop receipts as collaborator evidence.
Portfolio — assistant-specific format
For 399915, the portfolio is distinct from a photographer's portfolio. Assistant portfolio shows:
- Behind-the-scenes (BTS) photos showing you working on shoots (lighting setup, tethered station, equipment management).
- Lighting setup diagrams + Polaroid / digital test shot examples.
- Tethered capture workflow examples — Capture One + Lightroom + Photo Mechanic screenshots.
- Equipment knowledge — gear lists you've managed.
- Credit lists from publications / commercial productions where you were assistant-credited.
- Letters from lead photographers attesting to your assistant scope + reliability.
Critically: if your portfolio shows your own lead photography (your own shoots, your own clients, your own creative direction), VETASSESS may classify the scope as Photographer (211499) instead. Honest scope representation matters.
Tasks alignment with ANZSCO 399915
Specific employer reference letter example:
"Maria Santos worked as my 1st Photographer's Assistant from 2020-2024, working 38 hours per week on freelance day-rate engagement averaging 4-5 days per week. Her role included: setting up lighting (Profoto D2 strobes, modifiers including Octabank 5', beauty dishes, scrims) under my creative direction; managing tethered capture using Capture One Pro 23 connected to Phase One IQ4 medium format and Canon EOS R5 systems; managing gear van loading + unloading for location shoots; coordinating with stylist + makeup + production departments on set; performing initial image culling + backup workflow; transporting equipment between studio and location sites; managing battery rotation + charging during long shoots."
Specific scope + lead photographer credit + project list > vague descriptions.
If a reference letter describes "led the creative direction", "selected the lighting setup", "had the final say on framing + composition", "managed the client relationship" — VETASSESS may classify scope as Photographer (211499) instead.

Stage 2 — documentary review
VETASSESS officer reviews:
- Qualification — AQF mapping (Cert II/III equivalent — lower floor than skill 3 codes), relevance to occupation.
- Employment — duration, relevance, skill level (assistant-coded not lead-coded), recency.
- Portfolio — scope alignment with Assistant (not Photographer).
- Identity — passport + supporting docs.
Review timeline: 8-12 weeks standard. 10 business days priority (additional ~AUD 1,000 fee).
Common RFI triggers for 399915:
- Portfolio shows lead photography work (suggesting Photographer scope).
- Employer reference describes lead creative responsibility (suggesting Photographer).
- Qualification mapping below Cert II equivalent.
- Employment outside 5-year window.
- Insufficient assistant-specific evidence.
Stage 3 — outcome
- Positive — full pass. Valid 3 years from issue.
- Positive with limitations — passed but with notes.
- Negative — refusal. Reapply after addressing the gaps.
- Redirected to Photographer (211499) — VETASSESS may suggest the alternative code if your scope better fits.
Common failure modes
Scope confusion. Most common failure for 399915: portfolio + employer reference describe lead Photographer work but application is for Assistant. VETASSESS may refuse or redirect.
Insufficient assistant-specific evidence. Generic "photographer" credits without clear assistant-scope role description.
Vague employer reference letters. "Worked as assistant" is fatal. Need specific photographer credits, projects, equipment, tasks.
Self-taught without compensating evidence. Photography assistant work has many self-trained practitioners. VETASSESS needs substantial employment evidence to compensate.
Employment outside 5-year window. VETASSESS counts only employment in the 5 years preceding application.
Translation quality. Cheap translations of UK / US / European photography records read poorly. Use NAATI-certified translators.

After the assessment
A positive VETASSESS assessment for 399915 unlocks only Subclass 494 Regional Employer-Sponsored. The assessment is valid 3 years from issue date.
Single visa channel makes pre-VETASSESS sponsor scoping prudent. Lodging VETASSESS without a sponsor pipeline is high-risk because the 3-year validity may lapse without visa lodgement.
