What VETASSESS reviews
VETASSESS evaluates three pillars for ANZSCO 133411:
- Qualification — at the level expected (AQF Bachelor or higher) and in a relevant discipline.
- Employment — at the right skill level (plant-level general management with P&L authority) and for sufficient duration.
- Task alignment — your duties match the ABS task profile for 133411.
133411 is a VETASSESS Group A occupation — bachelor degree at AQF Bachelor level in a closely related field, plus a minimum one year of post-qualification employment at the required skill level within the last five years.
Qualifications that work
Closely related fields include:
- Manufacturing Engineering or Industrial Engineering
- Mechanical, Chemical, Materials, or Production Engineering
- Manufacturing Management or Operations Management
- Business Administration with operations or manufacturing major
- Management of a specific manufacturing discipline (food technology, pharmaceutical manufacturing, plastics, metals)
Highly relevant majors as part of the above degree:
- Production planning and control
- Lean manufacturing / Six Sigma
- Quality systems and process engineering
- Operations strategy
- Supply chain and procurement
If your qualification is not closely related (e.g. unrelated humanities, arts, finance), VETASSESS may downgrade your assessment to require additional years of relevant work experience, or issue a negative qualification outcome.
For lower qualifications (Diploma, Advanced Diploma), VETASSESS may issue a positive outcome with substantial extra years of highly relevant employment — but this is the exception, not the rule.
The employment evidence pack
This is where most rejections happen. VETASSESS expects you to demonstrate decisions characteristic of a 133411 plant manager — not just executing instructions.
Reference letters — the core document
Each employer reference letter should be:
- On official company letterhead with full company contact details
- Signed by a senior person (CEO, COO, GM, Board Chair, or HR Director) with their position
- Dated within 3 months of lodgement
- Specific about your dates of employment (DD/MM/YYYY format)
- Specific about your title and reporting line
- Specific about hours per week (must be 20+ to count as full-time-equivalent)
- Detailed about the duties — mapped to the ANZSCO task profile
Generic HR-style "Mr X worked as Plant Manager from 2018 to 2024" letters fail. VETASSESS needs to see the manufacturing decisions you made.
Duties to evidence
Map your reference letters to all of these where they apply to your role:
- Production strategy, plant layout, and capacity planning — capacity expansion, line balancing, plant layout decisions, capital investment cases
- Daily operations management — production schedules, shift patterns, output targets, downtime analysis
- Quality systems — ISO 9001 maintenance, internal audits, customer complaints, supplier quality, regulatory compliance (food safety / GMP / pharmacy / automotive AS-9100 as applicable)
- Raw-material supply — supplier negotiations, contract terms, quality specifications, cost reduction programs
- Customer relationships — major customer reviews, product modifications, service-level agreements
- Plant P&L — annual budget ownership, monthly cost variance analysis, capex approvals
- WHS compliance — incident investigation, Safe Work Australia standards, environmental controls
- People management — performance management of supervisors and engineers, training programs, industrial relations
Supporting evidence
Beyond the reference letters, attach:
- Tax records confirming employment
- Salary slips for the period (or representative samples)
- Employment contract showing your appointment terms
- Org charts showing your reporting line and team
- Production / quality / financial reports you authored or approved
- ISO 9001 / quality audit reports where you signed off
- Capital expenditure approvals citing you
- Performance reviews citing manufacturing decisions

Common rejection patterns
After watching hundreds of 133411 assessments, these are the patterns that fail.
"Engineering manager, not plant manager"
If your role is purely technical engineering leadership (project engineering, R&D, technical specifications) without P&L authority over the manufacturing operation, VETASSESS may push you to Engineering Manager (133211) — a different code with different visa rules.
Fix: emphasise the general management responsibilities. Plant P&L. Sales / customer relationships. People management across non-engineering functions (warehouse, dispatch, finance, HR). If your role really is just engineering, 133211 might be a better fit.
"Production supervisor, not establishment manager"
Production supervisors run a single shift, line, or work area. They are typically Skill Level 2-3 codes (312911 Production Supervisor or 711211 Production Manager). ANZSCO 133411 is establishment-level — the whole factory or significant business unit, with P&L ownership.
Reference letters that describe day-to-day shift supervision without strategic, financial, or commercial elements get assessed against a more junior code.
"Title without substance"
Job titles like "Plant Manager" or "Operations Manager" are not enough on their own. VETASSESS reads the duties. If the duties amount to scheduling, expediting, or low-level coordination without P&L ownership, the assessment will fail or be assessed against a more junior code.
"Family business / single-shareholder operation"
If you ran your own family manufacturing business, VETASSESS will scrutinise the evidence harder. Provide:
- Company registration documents
- Audited financial statements (or accountant-certified P&L)
- Bank statements showing actual manufacturing turnover
- Production records showing real factory output
- A statutory declaration from a non-related senior employee, accountant, or major customer confirming your role
A reference letter from a relative is not credible. Get a third-party confirmation.
"Less than 20 hours per week effective"
Part-time consulting work, side businesses, or supplementary roles may be discounted. VETASSESS counts employment that is at least 20 hours per week and full-time-equivalent.
The five-year window
VETASSESS counts post-qualification employment at the required skill level within the last five years from the date of application. Out-of-window experience is generally not counted unless it directly precedes the assessable period without a substantial gap.
If you have a long career break or switched into 133411 mid-career, plan around the five-year window — your assessment date matters.

Per the VETASSESS fees page:
- Standard skills assessment: AUD 1,096 (offshore, current as of 22 Oct 2025)
- Priority processing: additional AUD 800-1,200
- Skills Assessment for visa: AUD 350 (only available after invitation — does not work for the 494 nomination route)
- Reassessment / review: AUD 366
Standard processing time: 8 to 12 weeks. Priority: 10 working days from acceptance. Verify on the VETASSESS website before lodgement.

Reference letters for the visa case need to demonstrate the same plant-level decision authority as for the assessment. If your VETASSESS evidence is thin, your visa case will also be thin — strengthen the underlying record before lodging.
