A clean VETASSESS skills assessment is the gate to all three open visas for ANZSCO 134299. Because 134299 is a residual NEC code, the case must include a clear "why this code, not a specific code" explanation.
For visa-by-visa context, see the Health and Welfare Services Manager NEC pathway guide.

What VETASSESS reviews
VETASSESS evaluates four pillars for ANZSCO 134299:
- Code fit — does the role really not match 134211 / 134212 / 134213 / 134214? VETASSESS may downgrade or redirect to a specific code.
- Qualification — at the level expected (AQF Bachelor or higher) in a relevant discipline
- Employment — at the right skill level (health / welfare service management with decision authority) for sufficient duration
- Task alignment — your duties match the ABS task profile
134299 is a Group A occupation — bachelor degree at AQF Bachelor or higher in a closely related field, plus minimum one year of post-qualification employment at the required skill level within the last five years.
Code-fit decision tree
Before lodging a 134299 case, work through this checklist:
- Are you a hospital DMS / CMO? → Use 134211 Medical Administrator.
- Are you a hospital DoN / CNO / Nurse Executive? → Use 134212 Nursing Clinical Director.
- Are you a CEO of an ACCHO / GM of a PHN / Centre Manager of a community health service? → Use 134213 Primary Health Organisation Manager.
- Are you a Service Manager at a homelessness / family violence / multicultural welfare service? → Use 134214 Welfare Centre Manager.
- None of the above? → 134299 is the right code.
Common 134299 fits:

The evidence pack
Reference letters
Each employer reference letter should be:
- On official letterhead of the health or welfare service
- Signed by a senior person (Board Chair, CEO, COO, GM, HR Director) with their position
- Dated within 3 months of lodgement
- Specific about your dates of employment (DD/MM/YYYY format)
- Specific about your title and reporting line
- Specific about hours per week (20+ to count)
- Detailed about the duties — mapped to the ANZSCO task profile
Duties to evidence
- Strategic leadership — service planning, reporting, stakeholder consultation
- Operational management — service delivery, scheduling, throughput, quality
- Funder management — Medicare billing, private health insurer agreements, NDIS pricing, state funding
- Workforce management — clinicians, support staff, administrators
- Compliance — sector-specific regulator obligations (Aged Care Quality Standards, NDIS Quality and Safeguards Commission, Ahpra, TGA for diagnostic services)
- Financial management — annual budget, monthly variance, capex, sustainability planning
- Risk management — patient safety, incident response, complaints, insurance
Supporting evidence

Common rejection patterns
"Should be a specific code"
The most common 134299 rejection is VETASSESS suggesting your role really fits 134211 / 134212 / 134213 / 134214. Address this proactively: explain in your application why your role doesn't fit any specific code.
"Title without substance"
Titles like "Practice Manager" or "Service Manager" are not enough. VETASSESS reads the duties. Single-clinician solo practice management without governance or P&L authority may be assessed at a more junior code.
"Reception / admin work, not management"
Front-desk / scheduling / billing duties point to lower codes (e.g. 542114 Medical Receptionist or 511112 Office Manager). ANZSCO 134299 needs evidence of strategic, financial, and workforce-leadership scope.
"Family business / single-shareholder operation"
Family-owned medical / welfare practices: VETASSESS will scrutinise harder. Provide:
- Business registration and ownership structure
- Audited financial statements (or accountant-certified P&L)
- Bank statements showing service revenue
- A statutory declaration from a non-related senior employee, accountant, or major referrer
A reference letter from a relative is not credible.
"Less than 20 hours per week effective"
Part-time consulting work, side businesses, or supplementary roles may be discounted.
The five-year window
