Benchmark qualification
Australian benchmarks:
- Cert III in Process Plant Operations (MSL30122) — primary process plant trade qualification.
- Cert IV in Process Plant Operations — supervisor / lead operator roles.
- Diploma of Process Plant Technology — advanced level.
Overseas qualifications that map

| USA | API / NACE certified Process Operator + 3+ years experience |
| NZ | National Cert in Process Operations |
| Malaysia | Petronas operator training + 3+ years experience |
Without Cert III equivalent qualification, TRA may require RPL with extended employment evidence.
Required documents
- Qualification certificate with transcripts.
- Detailed CV mapped to 399211 — every plant worked, dates, hours/week, processes operated, control systems used.
- Employment reference letters on chemical plant / refinery letterhead.
- Identity (passport bio page).
- Payslips / tax records / employment contracts.
- Control system training records — Honeywell Experion, Yokogawa Centum, Emerson DeltaV, Siemens PCS 7 operator certificates.
- Process safety training — OSHA Process Safety Management (PSM), AIChE CCPS, Australian AS 4801.
- Confined-space entry, hot-work permit, working-at-heights certifications.
- Hazmat / DG handling training (where applicable).
- First Aid + CPR + plant emergency response training.
- WHS / OHS training.
- English test — Vocational English minimum for OSAP.
Employment evidence — what TRA wants
3 years post-qualification trade employment. Reference letters must specify by process / system:
- Plant operation — "Operated [refinery / fertiliser / pharmaceutical / cement / alumina] plant in [unit / area]; managed process variables (temperature, pressure, flow, level, pH); responsible for [tons / day production / equivalent metric]; achieved [reliability / availability targets]."
- DCS / PLC operation — "Operated Honeywell Experion DCS / Yokogawa Centum / Emerson DeltaV / Siemens PCS 7 control system; monitored process trends; managed alarms (acknowledging, investigating, escalating); responded to upset conditions."
- Distillation column operation — "Operated [atmospheric / vacuum / fractionation] distillation column; managed reflux ratio, reboiler duty, tray pressure drop; achieved product specification (purity %, water content, sulphur content)."
- Reactor / batch operation — "Operated [pharmaceutical / fertiliser / specialty chemical] reactor; managed batch recipe execution; controlled exotherm / temperature profile; managed CIP / SIP cleaning between batches; complied with [GMP / cGMP / ICH Q7 / AS 4801]."
- Heat exchanger / boiler operation — "Operated shell-and-tube heat exchangers, fired heaters, steam boilers; managed boiler water chemistry; conducted heat balance calculations."
- Pump / compressor / blower operation — "Operated centrifugal / positive displacement pumps, reciprocating / centrifugal compressors; managed cavitation prevention, surge control, vibration monitoring."
- Start-up / shutdown — "Conducted scheduled plant start-up and shutdown per SOPs; managed unit isolation, purge, line-pressurisation, equipment commissioning; handled emergency shutdown (ESD) scenarios."
- Safety / emergency response — "Responded to plant emergencies (gas release, fire, equipment failure); managed personnel evacuation; operated fire / gas detection systems; conducted post-incident investigation."
- Maintenance support — "Coordinated with maintenance for routine and turnaround maintenance; managed equipment lock-out / tag-out (LOTO); supported confined-space entry and hot-work permits."
- Quality control — "Conducted in-process and finished-product sampling; verified to specification; supported lab analysis interpretation."
Generic "operated chemical plant" wording does not pass TRA review. Detail by plant type, process, control system, safety systems.

OSAP — what to expect
Phase 1 (technical interview, 1-2 hours via video): process plant theory (mass transfer, heat transfer, fluid flow, reaction engineering basics), control systems (DCS / PLC), process safety (PSM, AS 4801, AS 2865 confined space), specific plant operations (depending on background).
Phase 2 (practical at RTO test centre, 1-2 days): demonstrate process plant competency — typically DCS / PLC operation, P&ID reading, hazard identification, emergency response.
Vendor / industry certifications
Strongly recommended:
- Honeywell Experion / Yokogawa Centum / Emerson DeltaV / Siemens PCS 7 operator certificate.
- OSHA PSM (Process Safety Management) training.
- AIChE CCPS (Center for Chemical Process Safety) certification.
- GMP / cGMP / ICH Q7 for pharmaceutical context.
- Australian Process Operations Industry Skills Council awareness.
- Confined-space entry, hot-work permit, working-at-heights tickets.
English requirements
TRA OSAP: Vocational English minimum (IELTS 5.0 overall).
Home Affairs 186 / 482: Competent English (IELTS 6.0 each band).
Common pitfalls
- Trying VETASSESS. TRA is the pathway.
- Chemical engineer background. Different code — 233111 Chemical Engineer (Engineers Australia VETASSESS pathway). Don't confuse engineer (design / process engineering) with plant operator (process operation trade).
- Power station operator background. Different code — 399213 Power Generation Plant Operator.
- Gas / petroleum operator background. Different code — 399212 Gas or Petroleum Operator.
- Generic operator without DCS / PLC training. Modern Australian plants are DCS-controlled — without operator-level DCS competency, TRA submission weaker and post-arrival employability narrows.
- No process safety credentials. Australian plants emphasise PSM compliance — invest in PSM / safety credentials.
